access the registry - on other lan machines

I'm somewhat aware of how to create a nice dll to access the windows registry. My issue is this. After a little search lastnight I found out that this guy who sells his software (regedit util) allows you to access another systems registry if you have the appropriate authentication and so on. Instead of paying for this I'm trying to program this because I want to know how this works. Any help on how you can access another machines registry like the app I saw does?
