Access Server is not available

From Admin console, status shows as " Access Server is not available". In the connection test, I get the same error.

The logs says Unknown: ERROR: handleMessage() Client id Administrator@<hostname> is already in use (BODI-300001)

The access server is running on the host and has BO DataServices XI

Does anyone have any idea about what's wrong here?
