Access Security on a spilt database

I have an Access database I would like to spilt and secure.

I would still like to secure the application to manage data conflicts. (This should be rare in this department where the app will be deployed but I would still like to manage them. I would also like to continue to use a procedure I have which lists all the active users in the databse to give me an idea when I could make changes to the underling table structure in the back end application.

Should I secure the entire database and then spilt the application? Would the users then log in to their front end desktop version which I will copy to their workstation?
