Access Runtime 3027 - read only - .cap files

I am exporting to a Excel type spreadsheet with docmd TransferSpreadSheet. I want an extension of .cap - no problem - until this week when I now get the Runtime 3027 error - Database or Object is read-only. The same code runs fine on other machines and mine works if I change it to .xls. Have I inadvertantly done something in Windows98 ? or have I installed something to do with .cap files (what are they if anything?
PS seems to work if the file already exists - I just can't create it from scratch
