Access rights to settings

I have a user running Windows 2000 where we need to amend a Dial Up connection setting but it's greyed out under her login.

She has local and domain Administrator status but when she goes to Internet Options | Connections and brings up the settings for the relevant dialup entry, the proxy server setting options are all greyed out, while the Automatic Config and Dial Up settings are not.
Does anyone have any clues on what rights settings I need to check/change in order to get around this ?
