I don't know what's the minimum ACL I can grant to users' mailbox, to let them archive mail locally on their PCs.
Because I don't want to give more access right to users.

Does anybody help me? Thanks!

Archiving is an agent action, so users can either run agents or not based on the server settings.

Except for design functionality you really should allow users the highest level of access in their personal mailbox. It will save you a lot of headaches when they do something stupid. It's really easy for users with limited access to lock themselves out of their mailbox or limit their ability to do anything but read incoming mail.
