Access required on NT box to archive mail on server

What kind of access do I need to give my users who need to archive mail on the server?  I am able to do it with no problem, but when the users try they get the message "you have insufficient access to create a database on the archive destination".  I hesitate to have them archive locally, as there is no safe backup of individual machines.
 
It's not NT that's restricting the archive but notes. In order for a user to be able to create an archive on the server, they have to have rights to create databases on the server. This can be specified in the server doc in the name and address book under restrictions/ Create New Databases and Create Replica Databases.
