To access an outside line I have to dial 99, 95, 98 or 88.
Where can I find out as to how they are programmed.

Or you can print out in LD 87 your TSC entries. I have seen this with some facilities and they use the Trunk Steering Codes to access certain carriers.

Well, we don't know what the routes are. Posting everything here isn't really what I meant. Read BARS 101 and you will be able to tell how calls route

What GHTROUT is saying is RTFM, see the useful document explaining basic routing (BARS 101). but to give you an example from what you have posted say you dial 95xxxx

9 = AC1
in AC1 you have:
SPN 5
RLI 4
SDRR NONE
ITEI NONE

In RLI 4 you have:
1st choice Route 21 (Look in LD 21 LTM, RDB to find out what is in this route and what sort of route it is)
DMI 1 (Look in LD 86 (Type DGT) to find out what is done to the 5xxxx before it is sent down this route
FRL 7 (This normaly maps straight through to NCOS but is setable in LD 87 NCTL, your call needs to have FRL 7 or higher)
2nd choice Route 22
DMI 1
FRL 5
3rd choice Route 23
DMI 1
FRL 4
etc.....
