Access Lookup In Excel

I apologize if I posted this in the wrong section

I have a Matrix in Excel example below that includes a top row % labeled M and a first Column % labeled P. What I am trying to do is from Access go to this Excel Matrix and import a specific value or sets of values. For example if M% is 106% and P% is 195% then the result should be 215%. Also another dilemma is if the value I have for P in Access is 194% how do I direct it to the result for 195%. Is their a way that Access and Excel communicates in this way or is there a way for me to put the same data set from Excel into Access but then how will I do an Access Lookup achieving the same end. Thanks

A lookup table like this will be able to pull the same results as your matrix:
