Access is not creating an MDE database

Make sure you have admin rights on the local machine. Or, if you're compiling to a network drive, make sure you have all rights there.

Quick addition;
Make sure that you have compild your code. Access will not make a MDE file if the code still has errors.
To do this in the VBA coding screen
Debug - Compile 'AppName'
