Access Form to edit or not to edit

I'd like to change my forms so that when a user clicks to add a new record, they CAN VIEW other records but CANNOT MAKE CHANGES to the existing records...and when they click to edit a form, they CAN MAKE EDITS but CANNOT ADD a new record...
