When anybody open my access file (which is shared on the network drive) I am not able to do any changes on it. I have to ask everybody (50 people) that whoever is logged in to log out.

So, how to work around this problem?
Can I have admin privileges to open access file exclusively so if other people are in, they will be kicked out?

If I create two accounts...
For example I tried to set up Admin and User account. (Tools > Security > User and Group ...) I gave to Admin all possible privileges and to User none, except to read and manipulate data. Access "successfully" ignored my setup and after I would login as User, with user's password I would still be able to do anything I want.
So, what kind of security is this??? What is the point of access asking me then for login and password when I open file??

Thanks.

click the FAQ button. There are a few FAQs on Multi-User Environment and Security that address kicking off users. Not sure if they are what you are looking for.

"Admin" always exists as user account that cannot be deleted on whatever msaccess you open.Use a different name for a user to do administrative tasks and remove the "Admin" user from the Admins group. Also remove all rights from the Users group on all objects, before you create any! Then create a group with the minimum previledge to read from what has to be accessible for all.

About you doing changes to your database: splitting the mdb to a Front End & Back End database shall let you do whatever you need on the your copy of FE which then you 'll share it with others (FAQs written for this also).Everyone has the FE on his PC while BE resides on a shared folder on server. That goes too for then mdw file.
