Access Excel file without Excel

Is it possible to access an Excel file without installing Excel?

I am not the developer but just was courious as the developer says you do need to install. With my very limited experiance I had thought you could access a file without the install.

Specificaly, Excel 2010 from VB.Net 2008 (target .Net framework 3.5)

By access I mean read the data in the file.

We recieve information from a "vendor" in spreadsheet form, which is read into a table.

We do not need to write to the file.
