Access Denied

I have a Meridian T7316. When I hit on the lines to dial out and dial a phone number I get a "Denied in Admin" message. What can I do administratively to change that?
 
1. that set doesnt have access to the pool or route
2. it is restricted to dial that particular type of call (like long distance, 1900 etc ...)
 
Thank you. The phone is actually a Model M7310, but because of your response I turned on line pool access and it works. Thanks again for the tip.
