Access Denied when promoting a dc for replication

I can't seem to promote a member server to a DC in server 2000. I'm on the network, I can ping the 2 other domain controllers however i'm unable to add a new dc. Here is the DCPROMO log. Can anyone help me with this, I've been working on it for days and and I can't figure it out.
