Access Denied to Global.asa

Has anyone ever expierienced this problem? The access to the global.asa file is denied? I get this error message:

Error Type:
Commerce.FileDocument.1 (0x80030005)
Access Denied.

The application worked fine, then I changed one line of code. And I got this error message. So then at that time I took my backup, and put it into place and it still wont work. I dont know whats wrong with it! Please help! I even changed the code back to the original code in the first file and tried it. No luck!
I then have rebooted my machine, still.... NO LUCK. ARRGGH.

Oops.. also forgot to tell everyone, if I refresh the page again, it now goes into the application, and then the application is returning an error:

Microsoft VBScript runtime (0x800A01A8)
Object required: 'Application(...)'
/dev/include/shop.asp, line 119


It cant find the object because its not getting created upon global.asa initialization is what I'm assuming.
