Access denied on domain secuurtiy policy

Access is denied to "domain security policy" and "domain controller security policy".
Only thing I can think of that would have changed in the policy, is a security option "microsoft network client: Digitally sign communications to disabled to enable the windows 95 clients on to the domain

I am loged on as Admin check admin right and effective premission all is correct. Need Help bad on this one

okay i need more details what server os are you using?
what else is installed on the server i.e. exchange?
