'Access Denied. Incorrect Function' Error

I have Windows 2000 Operating System. Recently encountered problem of accessing my Floppy and CD-ROM Drives. While in 'My Computer' Folder, I attempt to open the drives, but encounter this 'Drive Letter:\Access Denied. Incorrect Function' error message. I've done some diagnostic work already, but to no avail. I can access these drives in Safe Mode, so it seems to be a software issue. I uninstalled the Floppy Controller and re-booted and allowed system to search for new controller, and problem still exists. I haven't re-installed the operating system yet. How can I resolve this problem?
 
Are you in a Domain setting?

In any case check that a group policy setting has not denied you access to your removable drives. This is under Administrative Templates for the Computer Configuration.

If you are using encryption (EFS) it may be that you do not have rights to the files on a particular disk. Problems can also arise if you encrypted the disks under a different logon password.
Finally, you may not have rights to the .mmc snap-ins that can be loaded by looking at the properties of the drive. Try the access again as Administrator to see if it is just a permissions issue.
