Access denied in Administratr account

I want to access the Group Policy settings for a Windows 2000 Server but am getting 'You do not have permission to perform this operation - Access denied'.

Is this normal, when logged in as Administrator?

If this is a domain policy and hasn't been delegated or if you are not a Domain admin just an administrator on a particular server then this is by design.
 
What do I need to do to change it so that i can access the GPO?
