Access denied by ACL on resource 1

I am pretty new to Crystal Enterprise, and got completely lost!

We are running Crystal Enterprise 10 on a Windows 2000 terminal server.
Logged in as myself I can login and run published reports.

When other users try to log in to Enterprise they are prompted for a User/Password/Domain and eventually after failing get an HTTP 401.3 Access denied by ACL on resource error.

The windows server admin has checked all files have permissions the same as my logon.

The error message appears when we try to open

http://machine/crystal/enterprise10/ePortfolio/en/logonform.csp

I have moved other HTML files to this directory and they open OK, so I don't think it has anything to do with IIS.

Any help would be greatly appreciated

How are you verifying logins? Are you using Business Views?

You can manually administer or use pass through security, but you need to have some sort of security in place.
