Access DB2 on OS/390 with VB

Does anyone know if there is a freely available ODBC or OLEDB driver for accessing a DB2 database on an OS/390 mainframe? Would this be included in a version of MDAC?

I found an article referencing this in the MSDN Library that mentioned a freely downloadable driver from Neon systems and it is true that the client software is free- however, the server software is not.

Any help would be greatly, greatly appreciated.
