Access Database Password Prompt but no PW Active

I have a CR v8 report that I'm trying to run with a MS Access database as the datasource. This report has run fine without issue until we migrated to CR XIr2. When I tried to convert it CRXI format the MS Access MDB is prompting me for a Admin PW. However there is no PW in the database at all.
I found a CR v8 troubleshooting in regard to this issue regarding some DLL conflicts. I uninstalled CR v8 from the machine without CRXI. Rebooted and installed a clean version of CR v8. Same issue.
Anyone have a fix? Thanks in advance.
