Access application over VPN to Android Smartphone

Have a few ACCESS aps that I can get to via VPN from my home PC. Is it possible to run those aps over an android smartphone (Samsung Galaxy 3) that supports VPN. Or would it be possible to load a run time version of the aps onto the smartphone.
