I have my computer connected to a local network. The network has a proxy.

My computer has a private IP 10.154.237.127 and the proxy viewed by my computer has an IP of 192.168.0.1 .

I can get the public IP that my ISP use to connect me to the internet. How can i connect to my computer By FTP and by HTTP from by office?

If your Proxy has an ip of 192.168.0.1 it sounds like your Proxy is in a DMZ, it maybe a little more tricky then. But you will need to add a port mapping on the NAT/Proxy server for port 80 and port 21 to foward it to internal address of 10.154.237.127. This is a big security risks though.
