You have to buy a license in order to build a runtime installation. Microsoft Office Developer's Toolkit, I think. There is a different name for each version of office. Happy hunting.
You should be able to open the MDE in at least Access 97 if not subsequent versions of Access.. I don't think newer versions will work if there is code because it won't be able to read the code to create it's own version.
Assuming you are at a business, I would think you should be able to get your hands on the original MDB... Have your IT people search for MDB's with similar names or in similar paths on the network and backups.
