Access 97 Read Only Database

I have inherited an Access 97 database file that has linked tables. The file itself is completely read only, I can't add or change any forms including getting into design view or queries or make any changes to the data.

Now, I know I can import all the items and just create another database file. But what I'd like to do is ultimately make some additions to the database like adding queries and changing form design and then re-set the file to Read Only.

There is no autoexec macro and there doesn't appear to be any module that sets the DB as read only. Any ideas on how this database got set to read only in the first place and is there any way to convert it back and forth on the read-only platform.

I also did some casual checking on the network and that doesn't appear to be the problem, but I'm not a network expert.

Never mind,

turns out it was network security
 

And just in case someone researching similar issues lands here, keep in mind that many older CD burning programs make all files added to them "Read Only."
