Access 97 - Embedded Photos, Section Height Maximum

We need to embed 30-40 pictures into an access report which gets outputted to adobe pdf. The problem is the 22inch section width height. There is textual report data in the detail and header and currently half of the pictures are in the detail; and the rest in the footer. Is there any way I can get past this 22inch per section limitation ?
