Access 2007 Security...?

I'm probably missing something very obvious here but why has user-level security been stripped out of Access 2007?

More to the point, how does one prevent design changes to objects in an Access 2007 database? Distributing an MDE file (or whatever the equivalent is in the new A2K7 files) will obviously prevent changes to forms, reports and VBA but how are you supposed to prevent changes to tables and queries?

Any guidance will be much appreciated!
