access 2007 quick access toolbar

i use the quick access toolbar in 2007.
However the users not only see the toolbar, but there is a button for that allows them to change it and do lots more than they should have access to.
Is there a way to turnoff the customize quick access toolbar button from the toolbar.
I am moving from 2003 and this blows a great big hole in security.
