Access 2007 Developer Tab; can't find where to turn in on?

I have used Access 2007 but I can't seem to find the button to check to turn on the Developer tab.
I turned in on in Excel just fine.
when I click the Offie button/ Access options/ popular/ there is no check box for developer tab?
Where is it for Access?
