Access 2007 Custom Toolbar

I am investigating moving an access 2003 db to 2007.
In 2007 the 2003 menus are shown as a custom toolbar.
It seems the user has the capability to delete the custom toolbar !!!
Is there any way to disable this
I have managed to dsable some other facilities by xml.
