access 2007 and quick access toolbar

I have a database that is to run in 2003 and 2010.
I have two startup modules that run depending on the version running.
In the 2010 version I have the statement
changeproperty "allowtoolbarchanges", DB_BOOLEAN, False
which I found somewhere, however the users can still access and change the qat?

Is there anyway to stop users changing the qat?
