Access 2007/2010 Tabs Hidden on Ribbon

Good afternoon. I've inherited an Access 2007/2010 project that hides all but the 'File' & 'Home' tabs on the ribbon but I can't see from the code how/where it's been done. If I go to the 'File' tab most of the options have been hidden there too. I can't just change the Privacy Settings as they don't take effect until the project has been closed & reopened - because it still hides everything else upon opening. Grrrr; very frustrating.

I don't remember how any more, but to unhide those things it is a change you made within Access, not the code.
