Access 2003 on Terminal Server locking out Access 2000 users

My company is in the process of moving all our users from Win98 with Access 2000 to XP using Access 2003 through terminal server. We have noticed that if a user logs in to terminal server and opens the Access Project (created using Access 2000) in their Terminal Services Window, only other Terminal Window users can open the database. All other Access 2000 users receive a run time error.
Can anyone tell me if this is caused by a higher version of Access opening the project first, or is this caused by Terminal Services and Terminal Server.

The app is single user which is by design according to Microsoft. You will need to copy the app to each users space on the terminal server. I have done this in the past with a Bat file whenever the app was upgraded.

But we are currently sharing the Access Project between 20 or so users without any problems. We use short cuts on the corporate desktop to point to the ADP file. Everything has been working well for over a year until we started deploying the new image with Access 2003. Since I sent the message this morning, I have learned that one of the users has a local install of Access 2003 and is not using terminal server window.
I am just confused as to why access 2003 is causing access 2000 users run time errors.

I am speaking from experience with Access 2000. Apparently, Microsoft has changed Access 2003 to be multi-user.
 
Sorry, I forgot to include that we all currently use access 2000 to share the access project and it works great. It is just that now we have access 2003 installed on 2 machines, and if one of them accesses the 2000 project first, they lock out all other 2000 users, but access 2003 users can still open the project.
