Access 2000 problems

I upgraded my database form Access 97 to Access 2000 yesterday. I have the database on a shared drive and 6 other people are using the database. If I try to make a change to any form, query or report I get the message: You donot have exclusive access to the database at this time. If you proceed to make changes , you may not be able to save them later. I would understand this message if someone else was using whatever I was trying to change, but I know this is not the case. I never had this problem in Access 97. Is there any way to solve this problem? Having the whole organization shut down while I make changes seems to be an insane solution.
