Accept & show latest bid on 4 special parking slots

Need to set up an ASP that accepts bids, records ID of bidder and shows the latest bid on 4 identified parking places. Have no idea how to proceed.

If you truly have no idea how to proceed, then I would think your first step might be to look on your local Craig's list equivalent or in a local paper for a programmer you could hire.

Seriously, setting up a bidding system from scratch with "no idea" what you are doing is a big task.
