Acc 2003 a record can't be deleted

The record has garbage in it like so
0.?
I can't edit it or delete it and doing a compact and repair does not get rid of it either.
Any ideas

Yes its 23998
Can I delete the record using
"Delete from Projects Where ID = 23998"
and then can I add that record back as 23998 so they reamin in order?

I don't think the delete will work.
I'd use a make table query:
SELECT * INTO newProjects
FROM Projects WHERE ID <> 23998
