AC-WIN License

I don't think that's a license issue. It looks like AC-Win is kaput and you need to reinstall it.
The license can be installed by dropping the .lic file into C:\Program Files (x86)\Licensing\License Agent\import. The license will disappear and appear in ..\license directory, or if not, you can check ..\log\error.log for the reason why not.
You don't install the license on AC-Win. You install CLA - customer license agent - and CLA will import the license. On application start AC-Wim will connect to CLA and check for the presence of a license. Your screenshots are of CLM, the license manager, but that's really little more than a GUI into what CLA has imported. You don't need it. CLA is all you need.
