Absent Open and New Office Document on Start bar for Office 2003

Hello,

I recently have started upgrading a few select users to Office 2003 and what I have noticed is that the New and Open Office Document is not on the start bar. After some research I found this is by design and must be enabled in a custom install of Office Shared components. I went and added this feature and it is still not there. Has anyone else seen this problem and found a fix ?

Do anyone know a hot key to get to these menus ?
