About VB6 ActiveX Dlls

Can ActiveX Dlls or ActiveX document Dlls do what Standard EXEs can do. For example, by running the VB6 ActiveX Dll through Windows Files like dllhost.exe or rundll32.exe (not calling it thorugh seperate Standard Exe), can ActiveX Dll copy files or popup messageboxes like the Standard EXEs or are the ActiveX Dlls just for use with Web or HTML related purposes?

You cannot simply run an ActiveX DLL the way you describe. At its simplest, consider an ActiveX DLL to be a library of functions; these functions can be used by other programs (and are not just limited to "web or HTML related purposes"), but by themselves can do nothing.
