About program preference

I am on dialup connection... when i try to access internet,many of my programs like explorer and outlook express and ftp and download manager are trying to access net simultaneously and jamming my explorer webpage opening..
Is there any way or software by which i can preference my program to access internet.
For example whenever i try to open a webpage other programs like ftp should give way for my explorer..
