about layer tag

I am a newbie ro html and i like write html code manually using vi. But i donot undersand the layer tag and i want to know it very well.

Any suggestions are appreciated! I want to emigrate Canada or Australia. Any relative information you supplied will be appreciated!

the layer code is mainly for ns - in ie we'd rather use "div"
more (actually, everything on what it is and how to use it) on :
