The about:blank setting usually means that there is no home page URL specified in your settings. However I can't see any reasoning behind you getting this redirection while viewing other pages unless you've hit the home button. A language that doesn't affect the way you think about programming is not worth knowing.

If this is IE6 you may try running the command to see if it resolves your issue assuming it is a legitimate URL you are trying to connect.
