What is more secure: to run Apache as nobody using suEXEC,
or to run apache as using suEXEC?
 
I'll assume that you are on *nix ?

The user nobody is a default user for NFS if I remember correctly so best not use him/her, the user apache, fred, allmost anyone as long as that user is secured correctly (i.e. they should never need login access)
