About Actuate7 on Oracle9i/WindowsXP 1

Hi all, I'm very new to Actuate7.
Nobody knows about Actuate7 so much, so pls give me advice.

When I open the e-report design file to Server,
I got Err Message undermentioned.

Database Error
20: Could not find DLL. acorcl90
Could not load 'd:\Actuate7\Server\operation\acorcl90.dll
May not be compatible to database client.
------------------------------------------

After this Err Message, we installed Oracle9i on APP Server. And I tried again, but this Err Massage said
same thing again.
Do I need to install Actuate7 to Server ??

Now I can't find out the reason.
So pls give me advice.
And my english is not good, sorry.
