about accents in latin languages

Hi,

This shurely maybe answered before, but as search is disable i had to place it here.

I have Windows XP + Apache + php.

When i need to load a file or get something from database that i placed there by hand (not by php+apache) the accents and characters with ASCII code above 128, the chars are displaed different.

How can i solve this problem?

By the way, using in the same computer the IIS, the chars apear just fine.
