able to unable and disable biztalk Receive Function programmatically

Hi
How do I able to enable and disable receive function Programatically using vb.net.

I tried updating directly the Table adm_ReceiveService - Column disableReceiveFunction to 0 or 1
I need to restart the biztalk service to reflect the changes.
Kindly let me know is there other way of doing.
