We have three lines. If Line 1 is in use, any phone can click Line 1 and listen in on that phone call. Lines 2 and 3 will give the alert tone and display "IN USE: (name)" if the same thing is tried.

Before I go shuffling through the system options, is this obvious to anyone that can point me in the right direction to troubleshoot it?

Auto privacy for the line is set to no.
Programming -> Lines -> Trunk/Line Data -> Auto Privacy needs to be Y.
