Ability to dial any extension in a cluster from a DDI

We have several 3300 (rev 7.1) setup in a cluster at multiple sites. All have embedded voicemail at each site.

I would like to allow an inbound caller to any site call any 4 digit extension within the cluster.

I have currently setup speed dials at one site to forward to the voicemail at the other sites. This works great, but I would need a DDI for each site at every site - so this doesn't scale well.

The goal is to have a single DDI at each site that will allow callers to call any extension at any site.

Two Questions:

1 - Would implementing Networked Voicemail (VPIM) be a solution? Are there any limitations (no. of ICPs or mailboxes)?
2 - Are there any other solutions?

Embedded voicemail has an option to dial any extension that can be enabled. The cluster dialing plan takes care of the rest.
