Yes Purdue University had these phones in the dorm rooms on a Nortel SL-100 and they flashed when they rang and the MWI flashed when a voicemail was waiting. Can this be done on the Cisco platform?
What Cisco analog interface are you using for the phones (e.g. FXS card in router, VG224 analog gateway, etc.)? It's possible that the ring voltage is not high enough to activate the lamp on the phone. Do you know what voltage the lamp requires? I couldn't find that information about the 8004, although I suspect it's 90v, and if so that might be the problem.
I am using VG224 analog gateways. I have other analog phones that do have the light flashing. The 8004s also cannot have their MWI lights on when there is a message only that stutter tone.
Ring voltage specification on the VG224 is 50Vrms with a 5 REN load at zero loop length. While the REN of the 8004 is likely less than 5, your loop length certainly isn't zero, and it's seeming more likely that the issue is inadequate ring voltage.
Stutter dial tone is the default message waiting indication on the VG224, but the VG224 supports other forms as well via programming options, such as voltage. However, if the ring voltage is inadequate to light the lamp, then visual MWI won't likely work either.
At the moment all of this is informed speculation. Do you have a datasheet on the 8004 that gives the characteristics of the lamp?
